This theme was chosen on the
\nbasis of a series of considerations prompted by an aesthetic
\nexperience. On a wall in the Sala dei Nove of the Palazzo Pubblico in
\nSiena, a celebrated fresco by Ambrogio Lorenzetti<\/strong> depicts the ‘principles’ of good government<\/strong>, which is to say, the <\/strong>leading
\nplayers (government and justice) and the fundamental virtues for the
\n‘good’ exercise of power (faith, hope, charity, wisdom, harmony,
\nstrength and equilibrium). On a second wall in the same room, another
\nfresco describes the ‘effects’ of good government<\/strong>. <\/p>\n

Observing these frescoes conveys a sense of order, peace, security,
\nserenity and prosperity. Yet Lorenzetti’s cycle goes further,
\nconcluding with the ‘allegory and effects’ of ‘bad government<\/strong>‘,
\nwhich represents an idea of ‘tyranny’ or of a government that
\nprivileges its own limited and vested interests over those of the
\ncommon good. The tyrant, counselled by the seven ‘vices’, attains this
\nsordid result by thwarting ‘justice’, portrayed as bound and stripped
\nof every prerogative. The city and the countryside are devastated,
\nreduced to scenes of oppression and violence, a stage for death and
\ndestruction in which no one works and the only one to prosper is the
\nblacksmith, who continues his lethal production of arms.
\nPoliticians, philosophers and social scientists have long debated the
\nideal conditions for a working democracy. Most of their attention,
\nhowever, has focused on laws, constitutions and electoral methods, or,
\nin a word, on ‘procedures’. Very little consideration has been given to
\nanalysing an ‘ecology’<\/strong> that renders the institutional forms of democracy ‘livable’, or to the ‘atmosphere’<\/strong>,
\nso effectively represented in Lorenzetti’s fresco, in which good or bad
\ngovernment influences, and is influenced by, every aspect of the social
\nlandscape from household economics to agriculture, from commerce to the
\nvarious forms of social life.<\/p>\n
